CDW completed site investigation and remediation at this site. The site consisted of a large three story power plant building housing power generators, boilers, oil containing switching boxes, oil containing transformers, a 75,000 gallon aboveground storage tank (AST) for fuel oil, and cooling water intake and discharge tunnels connecting to an inner harbor area. Approximately 1/2 inch layer of floating oil was present on 3 feet of water in the basement. A release of oil was observed from the 75,000 gallon fuel oil AST and the transformers. In addition, asbestos in badly damaged form was observed inside the boiler room and on piping inside and outside the building. CDW provided Immediate Response Actions (IRA) in accordance with the Massachusetts Contingency Plan (MCP) to stabilize the site conditions. CDW completed indoor and outdoor air sampling and performed imminent hazard evaluations for airborne asbestos fibers. CDW also supervised asbestos abatement and removal activities. CDW completed a comprehensive Phase I site investigation, numerical ranking sheets, and a tier classification for the site. |
